His name is Ivlet, and he is from Petz: Catz/Dogz 2. He serves as the main antagonist of the game, and he's always up to no good! On the right, he's misusing the Magic Hat to wreak havoc amongst the other animals.
On the left, there is his eviler form, and on the right is his EVILEST FORM.
And if you're wondering what this is, this is the Chaotic Dragon. Ivlet summons it in the final boss fight.
